This employment opportunity is with the External Relations Division, under the Oregon Health Authority (OHA). There is one full-time, permanent position located in Portland (800 NE Oregon Street). This position is classified as management service, supervisory and is not represented by a union.


DUTIES & RESPONSIBILITIES:
The purpose of this position is to provide direct strategic communications and outreach. This role will inform stakeholders and the public about the impact of health care transformation and other key strategies and programs that advance the health of Oregonians. The person in this position will oversee the production of strategic communications plans that advance agency goals and priorities as well as serve as agency spokesperson on heath policy, Medicaid programs and other areas.

This role will provide executive communications support to OHA leaders as well as develop and implement strategic communication planning, procedures and priorities consistent with policies established by the Governor, OHA leadership, OHA's External Relations Director and OHA's Communications Director.

In addition, this position will provide support for cross-divisional and agency-wide strategic communications.


MINIMUM QUALIFICATIONS:
Three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.

OR

Two years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

OR

Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.

DESIRED ATTRIBUTES:
• Excellent written and verbal communication and presentation skills. This includes exceptional writing ability, analytic capacity and applied understanding of strategic communications principles.
• Experience developing strategic communications plans that help achieve important organizational goals.
• Experience advancing an agency's priorities and reputation, including responsibility for conducting media relations, issue management and crisis communications for a large and/or highly visible organization.
• Ability to effectively support executive communications.
• Ability to effectively design and support stakeholder engagement processes.
• Ability to develop culturally and linguistically competent communications that are effective in engaging diverse audiences and stakeholders.
• Knowledge and understanding of Oregon's Health System transformation, the Oregon Health Plan, Medicaid policies, the federal Affordable Care Act and how it aligns with Oregon's health system transformation and other federal and state health policy statutes, programs and initiatives.
• Knowledge of state and federal executive and legislative processes and procedures on relevant health policies.
• Ability to manage work plans and direct activities to meet deadlines and expected outcomes.
• Knowledge of contracting processes.
• Experience in promoting a culturally competent and diverse work environment.
