This employment opportunity is with the External Relations Division, under the Oregon Health Authority (OHA). There is one full-time, permanent position located in Portland (800 Northeast Oregon Street). This position is classified as management service, non-supervisory and is not represented by a union.


DUTIES & RESPONSIBILITIES:
The purpose of this position is to provide strategic communications support and direction for the implementation of health care transformation in Oregon. This role will inform stakeholders and the public about the impact of health care transformation, develop strategic communications plans that advance agency goals and priorities, and produce news releases, articles, speeches, talking points, reports, social media posts and other content that inform Oregonians about state health reform efforts.

This role will serve as agency spokesperson on heath policy and related issues. The person in this position will provide executive communications support to OHA leaders and will develop and implement communication policies, procedures and priorities consistent with policies established by the Governor, OHA Director and OHA Communications Director.


MINIMUM QUALIFICATIONS:
A Bachelor's Degree in Business or Public Administration, Public Relations, Marketing the Behavioral or Social Sciences or related degree, and five years professional level experience in Public Relations or Affairs

OR

Eight years of experience in Public Relations or Public Affairs; five of the eight years must have been at the professional level.


DESIRED ATTRIBUTES:
• Excellent written and verbal communication and presentation skills. This includes exceptional writing ability, analytic capacity and applied understanding of strategic communications principles.
• Experience developing strategic communications plans that help achieve important organizational goals.
• Experience advancing an agency's priorities and reputation, including responsibility for conducting media relations, issue management and crisis communications for a large and/or highly visible organization.
• Ability to effectively support executive communications.
• Ability to effectively design and support stakeholder engagement processes.
• Ability to develop culturally and linguistically competent communications that are effective in engaging diverse audiences and stakeholders.
• Knowledge and understanding of Oregon's Health System transformation, the Oregon Health Plan, Medicaid policies, the federal Affordable Care Act and how it aligns with Oregon's health system transformation and other federal and state health policy statutes, programs and initiatives.
• Knowledge of state and federal executive and legislative processes and procedures on relevant health policies.
• Ability to manage work plans and direct activities to meet deadlines and expected outcomes.
• Knowledge of contracting processes.
• Experience in promoting a culturally competent and diverse work environment.
