Position Overview:
This full:time contract Civil Engineer 3 position is located within the Transmission Engineering, Project Engineering (TELP) group. This position will provide high:level civil engineering support, primarily providing Fiber Optic expertise assisting Project Engineers, Project Managers and other engineering personnel with implementing Transmission projects, supporting field maintenance crews and support TELP engineering activities. This position is located in Vancouver, WA, but may involve up to 20 travel within the clients service area.

Position Responsibilities include:
Note: all official drafts, documents, materials and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate manager and/or other federal personnel with the authority to do so.
Provide planning support, coordinate plans of service with stakeholders, and assist management with implementing plans for assigned Transmission projects.
Prepare detailed design, material, or procurement specifications for assigned projects, verifying that technical tradeoffs have been considered, and recommendations conform to existing material policies and standards and are within budgetary constraints. Provide recommendations for purchasing equipment and hardware for the completion of assigned Transmission projects as requested.
Provide input and recommendations into Statements of Work (SOWs), estimates of project costs, and specifications / requirements for fiber optic, dark fiber and other projects in areas of expertise, as requested.
As requested, participate as a technical advisor or as a nonvoting member of a source evaluation board.
Prepare engineering designs or assist in developing engineering requirements (Restoration Manual and Construction Data Book) for the development, installation and modifications of existing facilities, which may include One lines, Structure Lists, Splice Diagrams, Cable Installation sheets, Stringing and Installation Instructions, step plans, and other documentation as needed.
Provide technical support to scoping, design, construction, operations, and maintenance personnel by providing advice and recommendations on dark fiber, fiber optics, splicing or other areas of fiber and engineering expertise.
Present technical concerns, considerations and recommendations at meetings with representatives of other organizations, government agencies, or private industry (i.e. our client vendors) for purposes of work coordination, liaison, and technical interpretation concerning projects or maintenance requirements.
Study unique or special fiber needs and provide recommendations for material, equipment, installation or splicing requirements to Project Manager, manager, or other personnel as requested.
As requested, review policies and working level standards related to fiber optics, dark fiber, splicing, cable installation and other areas of engineering subject matter expertise and provide recommendations to the manager or managers delegate.
In collaboration with the Project Engineer, Project Manager, or manager, provide technical and physical / hands:on support during construction. This may include providing maintenance and repair and recommendations, as well as performing maintenance and repairs on Fiber Optic equipment and hardware as requested by a BFTE.
At manager request, provide technical expertise and assistance to new engineers on assigned projects. T
